Do their canon powers need capping: Pollen can use the powers herself, but they are less catastrophic. She still can't control them, but range and time is cut down. Instead of city wide to potentially more for who knows how long, the range is around some buildings and wears off after no longer than an hour. (And definitely only done with OOC communication and won't be a frequent thing.)
Chloe using the powers in canon as is don't really need a cap.
The nerf is for what happens months down the line because Miraculous went and confirmed that the only limits to Miraculous abilities are what the holder can wrap their head around as pertaining to The Concept of their Miraculous. As well as an artificial limiter put on minors, but what defines one as a minor and one as an adult with the Miraculous is incredibly vague as Marinette and Adrien were able to overcome that designation in season five.
The Bee Miraculous is Action, with the main ability being perfect Inaction in Venom, the main known power of the Bee. So the first potential thing is she may unlock the ability to use it multiple times per transformation, but because Pollen isn't the concept of Action for Ellipsa, it doesn't take as well. People might be able to resist, or just find themselves moving slowly over fully stopped. Even if Chloe manages to break the one shot stipulation, it will tire her out to use it a lot in succession. The more she tries to control the Action of others, the more draining it is. And people have the potential to fight that control.
Also a lot of OOC communication if Chloe is fighting people because Bee Miraculous is a real fight ender in canon context.
Season: Spring.
Reasoning behind the chosen season: Bee.
Also her being the healer and buffer powerset is funny to me.
